Disclose the record. Preserve the uncertainty.

Strategic Signal treats Senate transaction filings as delayed public records that can support further company research. The methodology is designed to prevent a disclosure from becoming an unsupported story about motive, misconduct, investment skill, or expected return.

Core rules

01Preserve transaction date and filing date separately.
02Report statutory dollar ranges as ranges; do not convert them into exact position sizes.
03Preserve disclosed ownership labels such as self, spouse, dependent, or joint without inferring who directed a trade.
04Treat purchases and sales as public disclosures, not recommendations, predictions, or evidence of motive.
05Resolve duplicate and amended filing chains before publishing a normalized research record.
06Keep political evaluation out of the dataset: no senator rankings, performance scores, conflict scores, or implied misconduct.
07Use transaction records as leads for independent company and market research, not as standalone investment theses.
08Limit the published dataset to publicly traded securities; exclude private stock, private companies, LLC or partnership interests, hedge funds, private equity and other non-public investments.

Publication boundary

Validated electronic Senate PTR register limited to publicly traded securities. Official Senate eFD filings are the source of record; superseded amendment rows and non-public investments are excluded.

Political neutrality. Strategic Signal does not rank Senators, score political actors, infer intent, or characterize a disclosed transaction as proof of a legal or ethical violation. Any separate conflict-of-interest analysis would require its own sourced factual record and explicit evidentiary standard.

Source hierarchy

Official Senate eFD receipts are the source of record. Normalized third-party mirrors may be used to cross-check parsing, dates, ownership codes, amendments, and ticker resolution, but they do not replace the underlying filing.
